Take the controller apart(carefully) and you will see this:

Check out the square plastic pushbuttons to see if they are stuck down. They are soldered to the printed circuit board and can be replaced if they are bad.
 
When I first looked at my bike the radio worked and played and tuned and everything, but when I got it, it wouldn't tune. I checked all of the fuses but found no problem there. So could my problem be a stuck button too?
 
Took my control head apart, looked just like the picture you posted. Looked at buttons, couldn't tell what was stuck. Gave up and was going to put the unit back together but then it dawned on me to use the dvm to see if one was stuck. Cleaned of the green insulation and checked all of the buttons. The clock button was stuck. Took switch apart, unjammed the button, tried it and it worked! Thanks for the info! Got stereo and a clock now.
