difficulty refilling rear shocks with ATF on a 1983 GL1100-I

I am having difficulty refilling rear shocks with ATF on a 1983 GL1100-I.
When I had them off the bike recently, most of the ATF leaked out through the air pressure holes. I now have them reinstalled on the bike. When I try to refill them (with like 12 OZ. of ATF), the ATF just overflows out from the air pressure holes.
How can I refill these shocks without removing and dismantling them?

Compress the shocks and squirts some in as it comes up. When it can't be compressed without squirting out quit and call it good.
