Is it easy to adjust the throttle to make it easier to turn?

Relatively easy. Depends a lot on the issue. What I would do is remove the throttle grip and cables. Clean and lube the throttle grip sleeve with a light coating of white lithium grease. Lube the cables and check routing to assure there are no kinks to bind. Then reassemble and check operation. If it is still stiff check the carb. linkage.
